Richard Fenn wanted to get a police involved situation in front of his house so he called the Alaska state troopers.

Fenn told the troopers that when he shined his flashlight at some people in the right of way in front of his house he shined his flashlight at them. When they shined their flashlight back signaling that they saw his flashlight and that everything was ok, he took it as suspicious even though he did the same thing, so he could find a reason to call the troopers resulting in Mr Bodells beating. He has since moved and gone into hiding at Charles Lee's home in Kenai.
